我知道suffer一定错,但答案解释suffer应为suffered.我觉得by ...time,应该加过去完成才对啊?

最好是按照逻辑方法：
前一年的1月至5月用的是过去式,but之后的次年7月,肯定也是过去式.这种题目最好设立一个时间点.这里的起点就是1至5月的大雨,而次年的7月是在之后发生的.
过去完成式是发生在过去的过去.这里是在过去之后发生,最多还是过去式.
楼主还是停留在英语初级阶段.
没有绝对的英语准则.
只有你对事物的理解透彻与否.
