第一个：
could have done 意思是如果给了足够时间,TOM可以完成的更好.这个事情已经完成了,用could 的话,表示时间充足,之前能够做的更好,would 是带有未来性的.
第二个：
他假设如果可以按时完成任务,他就去做,前面是假设,动词就用过去式,这是固定形式.有时就好比1+1=2,他就是搭配嘛,约定俗成的.
