Speech at the NGO briefing of the 58th World Health Assembly by Mr Anders B眉low,President of the International Sport and Culture Association (ISCA)
Title:Health Promotion through sport
Thank you very much for inviting the International Sport and Culture Association to the NGO briefing of the World Health Assembly 2005.
2005 is a special year for the sport movement and the International Sport and Culture Association.By the proclamation of the International Year of Sport and Physical Education 2005 the United Nations General Assembly has clearly underlined the capacity of the sport movement to contribute to achieving the Millennium Development Goals.
Providing this valuable attention and acknowledgement to sport and by emphasizing the importance of sport in relation to health,education,peace and development,the United Nations General Assembly catalyse valuable support,especially to the area of popular sport and the sport for all movement.
But let us not only give the United Nations its special acknowledgement and attention to sport and its organisations in the International Year of Sport and Physical Education 2005,the United Nations General Assembly also expects the sport movement to take on the common responsibility of the Millennium Goals.
I am here to declare the commitment of the International Sport and Culture Association to this common responsibility in 2005 and onwards.
About ISCA
The International Sport and Culture Association (ISCA) is an international association open to youth,sports and culture organisations across the world,primarily NGOs.ISCA was started in 1995,and in 2004 ISCA counts 142 member organisations,totalling some 40 million individual members from more than 70 countries.
It is ISCA鈥檚 key objective to bring people together across borders and cultures and to develop an understanding between people through sports and cultural activities.In the context of sport and culture,sport is understood as health-related exercises as well as recreation,games and leisure activities.ISCA strongly believes that everyone - regardless of race,sex,religion and colour - should have the opportunity to participate in international activities without having to qualify.To achieve this end,the work of ISCA lies within four principal areas:
1.Sports and cultural activities
2.Education and training
3.鈥淪port and Culture for All鈥 lobbying
4.Information 鈥 transfer of knowledge
ISCA in co-operation with member organisations organizes activities such as international festivals,tournaments,youth camps,expert seminars and education programmes as well as engages in sports political issues internationally.
It is important to underline that ISCA is focussing 100% at the popular sport and culture 鈥 the grass root sport level.In this capacity,ISCA is serving as a NGO partner of the International Year of Sport and Physical Education 2005.We have also signed a Memorandum of Understanding with the United Nations Environmental Programme 鈥 UNEP in the beginning of 2005.
ISCA has an instrumental focus on sport,in specific terms it means we work for:
• the right to participate in sport
• education through sport
• the diversity of sport and culture
• developing civil society
• improving social and physical health
In ISCA it is not about winning medals 鈥 it is about 鈥渨inning鈥 human life.
Health and the educational tools
Over the last years the health issues have climbed higher on the agendas of many countries.Based on the scientific information and initiatives of the World Health Organisation the health question has in many countries today much more attention than in recent attention.Alarming figures of health threats and perspectives for individual and general health situations in many societies has created the need for:
• readiness to combat clear negative tendencies
• establish initiatives of healthcare
• invest in preventive healthcare activities
We may say,we have an alarming situation 鈥 but at the same time I believe we have good preconditions for changing these perspectives into a positive direction.But to succeed it takes commitment and creative partnerships between governmental organisations and civil society organisations/NGOs.
At the 10th anniversary General Assembly of ISCA one Month ago in Arnhem,the Netherlands,the organisation decided to put healthcare and health promotion along with non-formal education at the top of our agenda in the coming years.This decision reflects the interest and need of the national NGO´s in popular sport.The NGO´s in grass root sport are as active partners in civil society,assisting in identifying future needs,raising expectations and providing critical perspectives of the health situation.In other words,health has moved up on the agendas of NGOs in popular sport field.
But higher priority on the agendas of GO´s and NGO´s does not automatically lead to actions solving the problem.Our own analysis of the NGO´s in popular sport concerning the health issues is,that to fulfil our responsibility of being active partner of civil society,there is a need for:
• Strategic planning of NGOs health programmes
• Scientific knowledge and inspiration
• Quality activity programmes
Yesterday,Mr Bill Gates said:鈥淲ithout compassion,we won鈥檛 do anything.Without science,we can鈥檛 do anything鈥?
The statement represents very precisely the situation for NGO´s.The millions of volunteers running the NGO´s and our activities are driven by their compassion.In a partnership between this compassion and scientific knowledge and inspiration,we can achieve results which will be much more effective and at a higher level of quality.
For ISCA the priority and key instrument within health promotion is education.
Last year,within the European Year of Education through Sport 2004 ISCA took the initiative to establish the 鈥淚nternational Academy of Sport For All 鈥 IASFA鈥?The International Academy of Sport For All is a co-operation between national and international NGO´s with non-formal education knowledge and formal education institutions - universities and research institutes.The International Academy of Sport For All is providing non-formal education and training to NGO leaders,employees in NGO´s and trainer and instructors.
We believe that non-formal educational development will show the best results when it is takes place in strategic practical partnerships.And I hereby would like suggest and invite to a cooperation between World Health Organisation and the International Academy of Sport For All to create a partnership which can provide quality education and consultation on health issues to the sport NGO´s.
There is a need 鈥 but also demand for quality health education and consultancy in order to make the NGO´s of sport capable of delivering valuable contributions toward achievement of the Millennium Goals.
