我认为选A.whereas可以作为转折连词,用法和but相同.however作为转折词（然而,但是）的时候,一般是用于两个句子之间的转折,而不能在一句话之内引导一个并列分句.因此however的正确用法是：
In the United States,the legal systems of 49 of the states were modeled after English law.However,Louisiana's was based on the Napoleonic Code and Roman law.
或者
In the United States,the legal systems of 49 of the states were modeled after English law.Louisiana's,however,was based on the Napoleonic Code and Roman law.
（后面这种更常见）
nevertheless意为“虽然如此,但是.”,用法大体上与however相同（意思中的“虽然如此”可以忽略,因为下句说“但是”或“然而”,自然是表达了“虽然上句是正确的”）
whereby的意义基本相当于by which,用法也可以参照by which.这是很正式的语言,要在正式文体中使用才合适.
