一般的说,at 用于小的地点和场所,in 用于较大的地方.譬如国家,大城市.
因为come 的将来时是coming .有意愿的意思在里面.如果问句的话应该是：when are you coming to Mount Emei?
意思是你什么时候来.?
而arrive at 有明显的到达之意.
