再答: 其实第二句并没有完全refute第一句话,从“The critics are correct on this point”可以看出。第二句不是main point, 是用来支持main point"implementing the plan will probably not reduce the money going to Aroca’s schools,或者削弱Critics 那个观点的一个预测或判断。所以D不对。
