On 放在句首也可以,但是这是比较不正式的用法,因为英语特殊疑问句的一般形式是疑问词开头.
在两种情况下,常出现on which/what这样的形式,一种是在行文中为了表达上更连贯,用于这种情况：
一种是在对话中,甲说：.on.乙没有听清楚on后面的部分,于是问 On which.
-----You will stand on the second base when you have gotten to the designated place.
-----Sorry,but on which base should I stand?
另一种是在which引起的定语从句中,which在从句中作宾语（此时which引起的句子已经不是问句了）.
