再答： ������������˵���� we all know that a typhoon is just like a tsunami. obviously we can't avoid it. but we can do whatever we can to reduce our loss, both lives and properties. as the government of philippine,what should be done first is that nip the typhoon in the bud. that may sound a little hilarious,because we just said we couldn't avoid it. yes, but my point is to do their best in the area of early warning system. in front of such super typhoon, i believe that all we can do is to warning people early and make sure every one of them knows the typhoon is on the way. then offer enough means of trasportation to them for the trasfer of people and their important properties.
