It could be possible that our theories of accountability are simply outdated and no longer fit the demands of modern government and a modern society.Perhaps a complex system of agencies two,three or four steps removed from political leadership,combined with a large network of contractors not only delivers better services,but is more responsive and hence more accountable.It is difficult to square accountability with efficiency as this suggests,but perhaps there are ways to do it.One might argue,for example,that the large number of people carrying out national programs are diverse and they are a cross-section of the country.In that way,they are representative of the public.In such a large group it is difficult for any individual or group to have dominance or control.
Competition is the order of the day,and perhaps competition for management control on a program-by-program basis is a way to bolster accountability.Having a program that the public relies upon,work and work efficiently,is more accountable than having a government program,which does not deliver in a timely way.The huge US financial aid program for education has met the needs of students better since it began to be administered by a quasigovernment agency.Perhaps it could be argued,that in itself,enhances its public accountability.
We might be moving into an era of competition between accountability styles,which will in the end improve accountability in government management.The current situation has stimulated a debate on the issues at least in academic and some political circles.Since we now have more questions than answers,perhaps the stirring of debate is the best we can hope for at the moment.
